I still hear a lot of people say it won't happen, that ISP's wont start tiering service.

But I think it will. I think as soon as they can figure out how to tax the internet, they'll do that too.

I think they are going to make people with websites pay extra if they want people to be able to access their site. This will be in part one way the media returns media to the elite establishment and tear away the little piece bloggers have been able to grab.
