World's 5th* Largest Economy To Cut Emissions

I'm not even inclined to bitch that it was a Republican governor who signed it, because California's emission reduction law will cut their emissions by a quarter by 2020, which is good news all day long. When it comes to survival of the species, it'd be kind of nice if we were all in favor of working towards it together.

* At least, California was the world's 5th largest economy last I checked. It's somewhere around there.
