Ohio may be blocking international observers.

From a BBC report:

But one of the observers of the mission sent by the Organization for Security and Co-operation in Europe complained that Ohio state authorities were not allowing the observers free access to polling stations.

Soren Sondergaard told the BBC the monitors had not got "any concrete right to go to polling stations", despite being there on an invitation from the State Department.

There's alsoa report that polling observers have been going so far as looking over voters shoulders while they are voting. I don't know if they are the international observers or the partisan observers.
