Vote problems in New Orleans.


According to Barbara Arnwine, executive director of the Lawyers' Committee on Civil Rights, not a single vote has been counted in 40 precincts throughout New Orleans. On a conference call to reporters, Ms. Arnwine just said that all the electronic machines in those precincts have broken down.
