This report from KSTP television in Minneapolis seems to settle the question of whether the explosives were looted before or after the fall of Saddam Hussein.

KSTP had an embedded crew in Iraq, and that crew was taken by members of the 101st Airborne Division to see bunkers full of unused munitions. The location of those bunkers appears to have been al-Qaqaa the site from which those 380 tons of high explosives were looted. The KSTP crew visited the site on 18 April 2003, about a week after the fall of Saddam Hussein. If the site was indeed al-Qaqaa, their film destroys the Dubya administration's claims that the explosives were removed fromthe site before US troops arrived on the scene.
