Delay Reprimand and Ethics Investigation

Texas Congressman Tom DeLay just got his first public ethics reprimand from a committee that looked ready to give him a pass. The reprimand regarded some out-of-bounds arm twisting to win a Congressional vote, and as the article notes, it's not the first misstep the powerful House Majority Leader has made.
